1/8 second. try 1/30 or 1/60 and pan with subject.

'IF' you were attempting to pan this you were shooting at a too low SS.

Shot was taken at : 1/8 sec, f/5.6, ISO 1600.

Start at something like 1/125s (or even higher) and with practice you may be able to go slower. Results and shutter speed will depend upon your skill and vehicle speed.

Panning is moving the camera with the subject and letting the background blur. The above advice is well done.

Based on some blurry vertical elements not moving, i am not so sure that is what dml was trying to do. It looks more like a case of wrong settings for the situation. To stop a fast car in low light is a tall order. You needed to open lens up fully and achieve a faster shutter speed.

Most likely that set of compromises was not in the cards. Next best would be one or two stops faster shutter and panning, as illustrated.

Panning is a very hard skill, well at least for me. It takes a long time to master and really be consistent with it. like was stated above practice. It will come. A faster shutter speed works if you have the light. You'll get it just keep at it. (I keep telling myself this often!)
