A friend's daughter has asked me for a recommendation for replacing her 12-year-old Canon Rebel xs, so I'm turning to my favorite resource for things photographic: UHH members.
She takes lots of pictures of her kids, and her price range is $600-$700. She's open to other brands as well as to Canon. Of course, if she stays with Canon, she probably could use her current 18-55 mm lens on the new camera and spend some of her budget on one of their 55-250mm lenses to gain more zoom range.
Any suggestions/recommendations you folks have would be appreciated.
I love my canon 77d and get the
55-250 lens its image stablized. Don't think the 75-300 is stablized. Also the t7i is a sweet camera. look at B&H for good price. Might push the budget a bit but think of it as long term investment. First choice 77d then t7i
There is a Canon 80D for sale here on UGG. I would highly recommend it. I would buy it if I needed it!

B&H HAS rebel t7i for $699 (body only)
If she wants to buy a new Canon EOS, see if copies of the EOS 80D or Rebel T7i are still available, body only. For the budget, she might also look for LN (Like New) versions area available used at KEH. Or, look to see what is available in the refurbished section of Canon.com.

Without additional information I'm going to make some assumptions. 1. Her Canon XS still works. 2. Her predominate interest in taking family photos/kids. 3. She doesn't currently have lenses other than the "kit" lens. 4. She is pleased with the family photos she currently takes. and 5. She isn't frustrated/limited by the capabilities of her current equipment other than she'd like to have a some telephoto range.
Considering all of these assumptions I'd suggest she continue using her current camera and use her budget to pick up the EF-S 55-250mm zoom with money left over. Of course, if my assumptions are wrong there would be a different recommendation. She should have a specific goal in mind to justify upgrading her camera. Assumptions 4. and 5. are particularly important. A better/upgraded camera doesn't make you a better photographer.
Another choice is the Canon EOS Rebel SL3 DSLR. However, the 80D is a better camera if you can get one in your price range. B&H as well as Canon offer reconditioned ones.

Canon's on line store's refurbished section will get the best bang for the buck - I have purchased two cameras from them. Both great. They have the same warranty as new in box.
Stock of particular models comes and goes so you have to check daily. Here is a link to the refurbished section:
https://shop.usa.canon.com/shop/en/catalog/refurbished-products-informationThe 77D with the 18-135 is currently out of stock but would be a good choice.
Or get the body only and then look at refurbished lenses for a lens. However that will cost a lot more. Sometimes they actually have the body with a lens for the same or even a few dollars less than the body only. You just have to keep checking. I did that and got an 80D for under $700 on a holiday sale that was only for 24 hours.
I see a lot of people recommend the Canon 80D over the 77D. When I retired I looked at them both seriously and what I found was the 80D was a lot heavier better weather proofing but the processor was the digit 6 and NOT the newer digit 7. Sure the 80d had a faster shuttet speed at 1/8000 and not 1/4000 but when is that going to matter? Video might be better slightly with 80D. There was a price difference too. I picked the 77D and very happy.
Jared Palin does a YouTube video comparing t7i, 77d, 80D. He also uses the name froknowsphoto and has excellent videos.

But that wasn’t her question, whether she should get a new camera or upgrade to a new one. She wants a new camera to replace the old one and just wants recommendations regarding a new camera, not a recommendation to keep what she has. Kind of like the rest of us when we want a new camera.
Thanks to all of you who've replied. I'll follow up with her on the models you've suggested as well as the possibility of going used rather than new.

You can reach your budget for a Canon 77D off ebay. There are many to choose from. I would look for one that includes the box.
I did find one that has a shutter count under 6000.

I would also suggest a used 70D, it is an awesome body

You are correct. The 75-300mm lens is not stabilized.
the problem with ebay is you don't know if its grey market. From that photo that's not the charger I got with mine. I don't know how they know the shutter count. called canon and they couldn't tell me how to find shutter count.
