For your budget look at KEH's offerings with an EX+ rating. I bought a nice little point and shoot Nikon S7100 for under $35 including shipping! My budget was obviously quite a bit less than yours but it does the job I wanted it for (to record my work on aircraft and machine shop).

Been with a Canon G16 for the last 7 or 8 years. Easy one handed operation and a view finder for bright sunny days which plays heck seeing the lcd image. I traveled for years about N. America via motorcycle often, when condition were safe, taking pics while moving. Many thousands of shots saved of my travels. Had 3 of the G's before getting the 16 after I dropped the 15 at about 70 mph and hitting a bump with my hand really low for a road shot. Oh will, live and learn.

The TG -6 is rather good. You might also consider the PEN series of micro 4/3 cameras. The PEN EP series has no EVF but I think you can add one as accessory. You could also pick up a used PEN F with some kit lenses.
Panasonic zs series. Very flexible, small, rugged. Carry one all the time in my car. Use it for backups when travelling or videoing a grand kids musical.

What about a Canon PowerShot X60 HS? This bridge camera has a 23MM-1365MM range, is fairly compact and easy to handle. Photos are sharp, clear, low noise.
I use a Canon Powershot HS-50SX. Great range, relatively small and light. Excellent IQ. I think you can find a used one right around $200. I paid $219 for mine some time ago.
I highly recommend any of the Canon G-series cameras. You should be able to pick one up used at a fairly decent price. Having had several different models of these throughout the years, they are my go-to camera when taking my DSLR is not possible. Good luck with your purchase.

Look e-bay for Olympus TG-5 or TG-6. I picked up a 5 for $215.00 it was mint and a great waterproof pocket camera. Be patient and take your time one will show up you can buy and do not have to bid on.
