"My own favorite free resource is Shadowhouse. I seldom buy them but have bought a few from https://2lilowls.com/ who has good sales fairly often and even gives some away (hoping you'll buy more).
Shoot your own too. Take pictures of water, clouds, wood, concrete, fabric, paper. Save them as png's and you will soon have your own texture library."Make more than one look from a single file by changing colors, blurring, adding a filter from your editor or combining two or more..
A pretty sky I simply blurred in pp.

Manager note, September 2022: we recently learned the sad news of Richard Taylor's death. He was a value member of UHH for his inspiring talent and willingness to support and assist other members. He will be greatly missed.
Here's a few of my dam shots that I've used as textures - the rushing water, the concrete, the mist, the dambow we get on some sunny mornings. I like to use textures from the same scene as the image when I can, makes it interesting.
But I'll try most anything. Shoot what's around you. This morning I shot a bowl of soapsuds to use as an overlay, and an out of focus image of the hedge in front of my house to use as a background for a project I'm doing today. There is a ton of stuff you can gather right around you: your walls, various papers, covers of books, a leather purse or wallet, water in innumerable containers, glass, concrete on the back patio, your marble or tile countertop, woodgrain on your coffee table, fabric. Collect while you're out shooting and collect around the house on a rainy day.
You can use segments, reduce density, decrease saturation, or use as is.

I don't have a folder of textures as such, but I do have some that my be usable. A number of my paintings were more or less textures. Several of these.
