Okay, I went back to the OP, and there, after a closer look, noticed in small, grayed-out print this term: Jan the Man. One could take this term as either the title of the photograph or the name of the picture-taker. Does it matter which? I tend to believe a photograph must stand on its visual merits.
As to the diversity of photographic expression, who would have it any other way? Yet metaphorically speaking, the concept of diversity functions more like a bucket than an objective categorization. And so it may contain everything from trash to treasure, artistically speaking. A critical view may distinguish which.

I agree. The rendering... a photographer skilled in Photoshop person might be able to duplicate it but this gentleman sees things in an unusual manner that most of us don't and has the skills of an artist (based on his video) as well.

Go to photoextremist.com - Evan Charboneau. He does things like that, and he has instruction and ebooks. He also has instruction on youtube. Very clever guy.
