Why do they do this???

I also have watched quite a few photography videos over the years and I cannot recall seeing anybody shooting with sunshade in storage mode!

In case nobody has addressed your question, here's my two cents worth. And sorry, but I don't have a visual.

Many (most?) lenses come with a lens shade, or you can buy one separately. In use, the lens shade mounts on the front end of the lens. For storage, the lens shade can be turned around and slid over the lens barrel, thereby reducing the length of the assembly.

Basically, except for some tangential responses, the discussion is regarding shooting pictures with the hood in the storage position.

Different strokes. If everybody was the same it would be a boring world. I leave it mounted, just backwards. I usually work a scene to see if I want to photograph it. If I do, then out comes the tripod and if I want to use filters, off comes the hood. I can always shade the lens with my hand if I have to. For the life of me, I can't understand the people who think it's weird to leave it in the stored position. It also takes up much needed space in my bag if I leave it face forward.

Two of my brothers were Marines. One retired in 1990 with 25 years service. I have been to many Marine functions. I have been to a Few Marine Corp Balls in DC. I would say most of the Marines I have come across would not consider you good company. They are not whiney small-minded individuals.

Don't assume political party because a hat is backward. With a big camera when you shoot verticals if you wear a baseball cap pointing forward the camera will knock your hat off.

I turn my hat around backward whenever I am shooting verticals. Has nothing to do with political affiliation.

Oh, and one reason that I know of to leave your lens hood backward is when shooting though a chain link fence. I do this a lot while shooting baseball. When you place a 70-200 f2.8 right against the fence at 200 mm then the fence won't show in the photo. Leave the lens hood on and the lens is too far from the fence and it shows slightly in the photo. You don't actually see the fence, you see kind of an x pattern where the photo does not look sharp.

The person earlier who talked about not using a hood when shooting macro also has a good reason to leave the lens hood on backward.

There is no version II of the EF 400 f/5.6L lens.
Apparently you are confusing the EF 400 f/5.6L with the two EF 100-400 f/4.5-5.6L lenses, of which neither one has a built-in lens hood like the EF 400 f/5.6L lens. Also, when I bought my EF 100-400 f/4.5-5.6L II, The lens hood came with it.

No more wasted than any other posting in this conversation. The OP was curious about something and so was I. Quite frankly, I believe the real reason the OP brought up the topic wasn't to gain knowledge about lens hoods, but to start a conversation, and since conversations need participants to be a conversation, my post was no more or less a waste of cyber space than yours.

I seldom use a lens hood. As far as protection from the sun? It is there to eliminate lens flare not for protection. As far as bumping the front element never had a mishap in all the years shooting. You worry too much what others are doing when it does not matter.
