I have a new ( a month old) Panasonic Lumix ZS200 and when I turn on the camera the shutter cover only slides open about half to three fourths open. Is there a fix or something I can try before I send in for repair.

Send it back to the retailer rather than having it repaired.
Messing with it might void any warranty you might have. Send it back or send it for repair.

Is the battery fully charged? If so, I would return it to the retailer.

I agree send it back to the retailer. You could have the same problem again and again and when the warranty is over you could be stuck.
It's only a month old. I would send it back for a replacement instead of a repair. Who knows what else might be wrong with that camera.

Those are plastic lens cover sleeves, sometimes two three or four separate sleeves. Do not try to add anything to make them slide better (like a lubricant) IT WILL MAKE IT WORSE, trust me on this.
You can either send it back to Panasonic (if under warranty), otherwise the cure is to remove them with a pair of pliers (yes, it works) you will not longer have a lens cover but your problem is fixed.

Did you by any chance dent the bezel around the cover blades? I've seen this before....the bezel is dragging on the blades and keeping them all from moving. Fixed it by gently prying up the dent with a tiny screwdriver.
I have had the same problem with a Sony RX 100 iii. It comes and goes. A rap on the side of the camera gets them to open. I would definitely return a new camera to either the store or the manufacturer. Follow the advice above and do not try and lubricate the problem away.
