Juice likely a fungus exudate.
This is the blue color of
the wood infested with these.
The parents carry spores that grow in the wood to feed larva.The one you shot may be starting a brood.
The starter hole stocked with a bit of fungus and eggs laid and hole plugged.
And life goes on.

Sadly, you are right about killing the tree.
The fungus will clog the paths for water in the tree. Eventually the flow of nutrition and transpiration stops. The tree dies, making it better for the beetles.
Cut and if possible, burn. Or in the trash or away in another way, or the beetles will spread.
