This is definitely a sea-going town. Many of the activities are around the ocean. I am not sure how you correct the problem of motion. When trying to photograph the Orca's the tour boat we were on was bobbing and weaving. It makes it difficult. I solicit how others have handled this scenario. You have to look for seafood restaurants, but once you find them the variety, taste and ambiance if super. There is, of course, Stanley Park for the land lubbers. It is a fun place to visit; I'd recommend it.
Motion = increased shutter speed. Thats about it :-)
Longer the lens, the higher the shutter speed.
Depending on the boat motion and the whether the target is moving, you will need to crank it up:-)
There is no specific SS and it will depend if you have VR/IS.
....in the end, you just need to try a few shots.
