Was ask to do a photo I didn’t think I could do, honest opinions of its outcome welcome.

Apparently you gave them what they asked for. I would have preferred a faster shutter speed to freeze the water but still show some detail in the flow. I recommend that next time take a series with several shutter speeds.

Your subject did quite well for the long exposure. The hair, cross and other clothing detail is sharp although the face is slightly soft as one would expect.

I would have backed up and shot it as a vertical photograph. I also would have had him turn a little so that there is some shadow on his face and body (side light) for two reasons; it eliminates the squint in the eyes and give a three dimensional appearance to the subject. I would also have considered placing him to the side of the fountain instead of in front of it so that the fountain would not look like it was growing out of him. If the person is the subject, you should make the person the number one priority and consider the fountain background. If it is the fountain, you must make the person appear secondary by placing him farther back from the camera so he will appear smaller that the fountain.

In the future, you could do this. Take one picture with the subject seated at correct exposure. Then have him move out of frame and take about 10 shots at a correct exposure. In post, average the 10 shots which will give a close result to the blurred water effect. Then with a mask add the subject back in on top. The final result will be a crisp clear subject and water that is blurred. I use this for fountains and waterfalls when I have a photo op but no tripod or ND filters with me.

These 10 shots can be made with any shutter speed? In other words, a speed of 1/125 could be used, but in Lightroom combining the shots will blur the water?

The subject is too centrally located within the frame of the photograph and that makes it rather static.

Honestly the gentemen looks a bit out of focus (soft).
The surroundings are strange and too busy.
Might have worked better if you stepped over a little
and had him just turn to you. Might have worked out.

People are vertical subjects in groups of 3 or less. Groups of 4 or more are horizontal subjects. Don't suffer from "Locked Elbows."

Not so fast with that "rule." One of NY's top headshot photographers shoots single individuals horizontally.

You would need to do this post process in photoshop. I don’t think it can be done in Lightroom.
