I've read this entire post. I would definitely say that you have a focusing issue with the D5200. I have a D750 with the filter and NONE of my pictures are as fuzzy as your D5200 pics.

I would suggest trying the experiment with a different lens. Sometimes a particular lens will require a bit of focus fine tuning on a particular camera, not necessarily all cameras. In an ideal world, this wouldn't be the case, but many on this forum have discussed this issue as a real one. Unfortunately, the D5200 doesn't have the ability to fine tune the focus. So try another lens if you have one.
Another thing you can do is go into the live view mode, magnify the screen a bit, and manually focus on the screen using any lens. If you get sharper pictures, then your autofocus and this camera/lens combo has an issue.
I personally would not give up. The D5200 is a fine camera worth keeping if you can establish for sure what's going on and apply any fix necessary. Yes, it could be the filter, but after looking at the photos again, I'm not sure about that. The degradation in sharpness seems excessive to me.
Oh, needless to say, the camera settings should be identical, same ISO, same aperture, camera on a tripod if possible.
