Caller ID is useless because the number is spoofed anyway! I get calls showing my number on the ID. I thought everyone had caller ID nowdays.

I'm not everyone.
My cell has caller ID, but not the house phone. The cell phone has block capabilities.
I use the cell for long distance, the house phone (copper land line) is set for local only at $28 per month. No frills, not needed.

I answer the phone "Sheriff's Office, Financial Crime Bureau". They always hang up then I block the number. I still get some calls, not as many, but they don't use the numbers I block.
Good luck. The callers have learned that (1) filing a complaint under "do not call" or whatever is the usual government morass and most people won't bother, and (2) the fines and penalties are not significant enough to matter, so are "just a cost of doing business." Until government acts - really acts - this will go on, and on, and ...
Since call blockers rely on checking blocked numbers spoofers can get by them. That's probably why call blockers gradually lose effectiveness. My solution, like for many, is to disconnect calls rather than answering them when the "called from" number is not on my cell phone's contact list or local area code. Problem for iPhone users though is that the phone app does't have a "disconnect" button. However, the iWatch 4 does so I usually check incoming calls on my iWatch and use it's disconnect button to prevent robo-callers from recording my number as an available number with a person to be harrassed. If the incoming call is from a real person you'd actually like to talk to they'll call back or leave a message.

I use Magic Jack as my landline. They have a call blocker with their phone package that requires all callers to dial an extra random number before connection, robots can't do that. Since I activated the blocking feature robo calls are 0%.
