Take a look at Adoramapix. They often have sales. If there's no rush, you can set up the book and wait for a sale. You could also email them and ask when a sale is coming. That might prompt them to give you a discount. I never use their preset pages. I start with a blank page and put the pictures where I want them.

I use Picaboo. Don't pay full price as they do sales frequently. I post process in Lightroom then use PSE to make my pages which I save as JPGs and upload. I purchase templates, paper, embellishments, etc. from various sources. It is very simple to upload pages to Picaboo. Yes, you can order multiple copies. I have been very pleased with the quality. I do not know how prices compare.

I've used Costco online photo service for quite a few. Reasonably priced, good quality and fast delivery.

I've used Shutterfly for about a dozen photobooks and am very pleased both with the ease and flexibility of composing the photo pages and with the high quality of the printed books. As indicated above, put together a book on the Shutterfly website and wait for the 40-50% off sales. If you get on their email list, you'll get frequent sale offers.

Normally you upload all of your files and then organize the style and placement of your photos.
There are many places to have this done including COSTCO.

I have used Shutterfly pretty much since they came out. I have found them to be one of the very best customer centric companies I have ever dealt with. They provide assistance via online chat or by telephone. I have maybe a dozen photo books done on Shutterfly as well as hundreds of different calendar projects. If you are looking for ease of use, value for your dollar and excellent customer service, Shutterfly is for you. And, no, I have no connection to Shutterfly whatsoever besides being a very satisfied customer.

If fewer than 110 pages, Shutterfly hands down is the best IMHO for print quality, ease of design, flexible layouts and customer service (reprints are free if there is anything you don't like) -- I have used at least a half dozen providers and have had many, many books done by Shutterfly (their only downside is a 110-page limitation). As for your questions: no difference in cost regarding how many photos you use--books are priced based on number of pages and you can put as many photos as you want on a page; multiple copies are available from every provider; no you don't have to upload photos in any particular order--you just upload either at one time or as you go and then arrange them in any order you want.

No, you upload it to them. You can upload a PDF or you can format and upload the book using their BookWright program.
You are welcome.

You have complete control over the format and content of the book. If you use BookWright to create the book, I would suggest using a word processor to create any text pages or multi-line passages and then copy/paste into a text frame. It is also better to PP your photos and tell Blurb to NOT adjust your pictures. Their default is to "optimize" photos by assuming that they are too dark as uploaded.

My last 4 travel books have been made by Picaboo. Normal costs after deducting coupon and sales, $50-100.
The last one quite a big book. Like their lay-flat (optional) and also the quality of the larger prints.
I will look into Blurb and Shutterfly to see what they offer and might give them a try. SO far I am happy with the books I order from Picaboo, and the have periodic offers like $35 for a $100, which makes them quite affordable.

I've been using Blurb for years using their BookSmart software. All of my books are for personal use or for gifts. I always use their large landscape format (great for coffee table) and run upwards of 200 pages and 600 - 700 photos. All my books are hardcover, image wrap and upgraded to premium paper. They're not cheap, but Blurb constantly offer discounts of up-to 40%. I'm guessing, but so far I've probably published 50 or more books with them and only one time did I have a complaint and that was due to shipping resulting in a crushed corner. Blurb immediately printed a new one at no charge. Because of my level of satisfaction, I have never investigated other vendors.

Was give an opportunity to have a book created with the support of Shutterfly. This 8x8 black photo book with 20 of my wife's favorite photos was only $17.98 plus shipping. However, because this was a special offer, it only cost me $8.97. The book's images was saved for future refinance and yes Shutterfly can create multiple copies of the book. But it would take several weeks to complete based on the amount ordered. My book arrive 10 days after ordering which is very surprising to me.
