Elements naming changed. It was numbered through 15. The next version was named for the year or, 2018. The current version is the 17th and it is called 2019. So at least Adobe doesn't think there is a version "18".

If the editing tools on 14 enable you to do what you wish and you are ‘used’ to them, why change?

If you have the serial number, you can get fresh installation files for older versions from Adobe. You can install on two computers without issue. If you have already used the two installations, you need to "log out" the app from the older one. In the cases of broken computers you may need to do that in your Adobe registration account.

I'm still using Win7 Pro with PSE14 with no complaints and no problems. I see no reason to upgrade unless some new Elements has some appealing feature; so far it hasn't.

I have been using Photoshop Elements since Version 1. As users know, Facial Recognition has been added an improved in recent versions. It takes a lot of resources. On my system, I learned early on that it bogged my system down. I do not need the feature, since I can easily recognize the few people I want to tag. So, I turned it off in Edit > Preferences within the Organizer. Adobe has improved FR's performance each year it seems. Also, it takes its biggest hit while it does its initial indexing of the photo database.
My point, is if you find the PSE's performance to be sluggish etc, try turning off Facial Recognition to see if that is your problem. Since it runs in the background, your PC may be affected by it even if you do not use the Organizer.

Is there some specific reason to upgrade from 18 to 19? As with ANY new versions of ANYTHING, don't try to fix what isn't broken.
Just because the manufacturer wants everyone to switch, doesn't mean it makes sense to USERS.

I have PS E 19 for the Mac and know of no problems. It has been working well for me.

Download a trial copy and see for yourself how well it works. If you are running version 14 you are 3 generations back so it might have enough new to make it worth upgrading. I don't put a lot of faith in reviews since almost every version has had some bad reviews. What might not be enough improvement for one person might be great for another.

2019 version works fine on Windows. Most negative reviews are from users who couldn't follow the install instructions..........

I'm on the fence about upgrading from PSE15 to 19. My MacBook Pro went wonky when I upgraded to Mojave and in the end I got a new desktop and they put High Sierra back on the MacBook Pro and it seems to work fine. In the meantime, I signed up for the Photoshop subscription on my new computer before realizing the cancellation hardly makes it worth doing. I think you can upgrade PSE for $79. Now, I really don't know what to do.

2019 ( as well as 2018) does not support Canon RP RAW and I cannot tell when they will. There are plug-ins but they are beyond my limited amount of time to learn.

Not sure what you mean. There's a lot I don't understand. I know now I open my images in Camera Raw in PSE 15. It allows me to tweek it before I "open" the image.
