I am trying to figure out how to create a photo that when the lighting in the room is dimmed it will make the moon or lights in the picture stand out.

Answer: a tripod.
If you must handhold, a newest generation digital camera, like the $1200 Nikon D7000 with EXPEED 2 image processing, can be set to ISO 6400 with surprisingly little deterioration of image quality.
The KEY is: making sure no part of the scene demands more than the set ISO. If something does, depending on mode, these cameras may try to auto ramp the ISO to things like 25,000 which will cause less usable image quality.
I have posted below a video freeze frame taken with the D7000.
When in motion, very smooth and totally acceptable.
Might be a good idea to also play with the metering also. I've noticed that using the "Point " setting enables the camera to adjust according to the subject you are pointing at.
