When I double click on the image on the left, I go to LR. I also have LRC on my computer. How can I double click on the image on the left and then go to LRC instead? This is a clip of the Bridge.

By LRC I assume you mean Light Room Classic. I see in Bridge under Settings, there is File Type Associations tab and it looks like you can specify what to open there.

Does it import it into LR or does LR just open

Yes, that should work. Also, what happens if you right click, then select Open With?
If you double click on the RAW image file in Bridge, the default takes you to Adobe Camera Raw. If you click once, you'll get to Lightroom. I'm not sure what the default is to get to Lightroom Classic.
Try turning off your WiFi so it can't go to the cloud.
