If she is planning her trip through a travel agency they should be able to advise her of current regulatory protocols in place for the destinations on her list as well as lots of other informative tips. Places to avoid. Places to stay, dine, etc. etc.

Egypt is one of my bucket-list items...I have several more, but I'll never beat my late travel agent mom. I do intend, someday, getting to Antarctica, the only continent she had never been to. As far as countries? Some she went to don't even exist anymore.

I just returned from a Viking 10 day cruise of Egypt last Sunday morning. Only restrictions I ran into:
1. The Egyption Museum in both the King Tut and Psusennes I which is close by and almost as impressive. No photos.
2. The Egyptian Military as memtioned . Don't even point your camera in the direction of the military/police.
In all other ventues, include The Valley of the Kings, The Valley of the Queen's. Tut"s tob, Nephrtiti and all Temples photos were allowed, although flash in verboten in most in door venues.
In America, I've found that may places would have at least one ahole disputing my wanting to use a "Professional" camera in his vicinity, I had a rentacop want to take my camera for taking a picture of the Amtrak station, for fear of "terrorist tendencies". I was at the Greek theatre, and a few largish gentlemen types were sent around (I, and a few others) for taking pics with cameras, as those rights were officially licensed.
OTOH, phones were never a problem. My iPhone takes pretty good shots, and all these Bat rasterds smile.
