The educational system may be part of it, but not all of it. You can also thank a public who are willing to spend money on all sorts of things, but balk on turning loose on an extra dime for something as important as their children's schooling. You can thank parents who do not require or encourage the regular and necessary effort in their children's educational efforts. You can thank some of the students, themselves, who have a problem accepting that educational progress often requires them having their ass in the chair and their elbows on the table. And you can thank all the distractions coming from the popular culture. Yes, there are plenty who can be "thanked" for the problems in our current educational environment.
