Small light duty tractor. Can’t make out brand name on decals in your picture. Totally rebuilt and painted. Color suggests Minneapolis -Moline maybe. The wheel on side of rear part of hood was to put a belt to operate other farm machinery that was belt driven.

I believe it is a Case tractor, if you look close at the emblem on the front of the hood, it appears to be an eagle sitting on top pf the earth (Case trademark) don't know the model

The part to operate other machinery is commonly referred to as PTO or power take off.

PTO’s on my current 5 tractors is a gear that extruded directly from the main gearbox, fore or aft. I don’t know what term these drums were called to place long belts to operate various farm machines off the tractor engine.
