Because they still do the needed work!!! However I don't use Windows, but I know people who still use Win 7
I know a lawyer who still uses WordStar.
Because if i upgrade to win11 i will have to change my desktop and then i will have to pay for all the software i currently own like Photoshop CS6

I don't use Windows 7 on an everyday machine, but I keep an old one handy. Some things that work fine in Windows 7 do not work in Windows 10, and I presume Windows 11.
I've mentioned this example before. I transferred a lot of VHS to DVD perhaps 20 years ago using a GoVideo VHS/DVD recorder. A lot of it was home video taken with a VHS camcorder. I also recorded some rare movies directly to DVD off of Cable at around the same time. I went to rip the video off of these DVDs to convert it into files and found that none of my 3 Windows 10 machines could even recognize that there was any video on the discs. Nothing. The discs were apparently finalized in some non-standard way. I was able to perform the task in Windows 7. I keep thinking of getting rid of my Windows 7 laptop, now pushing 17 years old. (It was sold with Vista on it.). I'm hesitant to do so. You never know.
