Macrium Reflect will do that. It's the reason I use it as I tend to buy Samsung SSD which works with Samsung Magician. But to clone to a smaller destination drive I have to use Macrium.

Macrium Reflect has an option - "Extend or shrink..." It works perfectly, but it should be more obvious. I wasted so much time going from small to large and winding up with a large that became small.
