Look up and apply: Image Adjustments> Shadows/Highlights, for this image and see if it doesn't improve it. You don't need Raw. You can do this from a JPEG in Photoshop.

I hope you have a RAW image; that would mean there is at least some hope for significant improvement. Even better would have been to bracket the shooting and use HDR processing.
