Capturing with video sounds easy but lightning doesn't know anything about video and frame rates, i.e.: it happens over several frames, between frames, etc.

See the slow motion video clip at: https://flic.kr/p/2nCJ5Ji for an example. Some processing required to get a good final image, although Premiere Elements definitely helps.
