What would you do?

This image is essentially straight from, the camera with only the DxO PL5 optical corrections applied. What can be done in PP to improve it?

I think worrying about improving it by processing is putting the cart before the horse. I think the biggest improvement would have been to spot-meter the brightest part of the scene, pushing the exposure a bit. (The amount would depend on testing your camera). Then, the processing would be done to place the light/dark values where you'd want them.

I think it has too much red, all I saw in the full size was red noise, so I took it to Photoshop Raw filter and basically got rid of the noise by dialing down the red. That Lumix is a nice super zoom bridge.

The only problem with your solution is that there was quite a bit of red in the actual scene. You have removed all of it. here is the same scene, adding only DxO Deep Prime to the optical corrections.

Ideally, perhaps, but I was not operating under ideal circumstances. The horse has escaped and any possible change to the relationship of the horse and cart is irrelevant to the immediate question.

Here are a couple of possibilities:
First I ran your photo through Topaz DeNoise AI using their low-light option.
Then I used separate curve adjustments for the sky and for the rest.
For the second I used a B&W adjustment layer on my modified color image and adjusted all of the color sliders to my taste.

That looks good as I do not see the red sparkle noise in the sky, I only made a 5 minute quick edit on it and am by no means a proficient Photoshop user. Where is this taken, it is a good shot considering it came from a 1" sensor at 400mm in the evening twilight. I have a several of the Lumix super zooms and more often than not the Nikons stay in the camera bag.

This is the Buda Castle in Budapest, Hungary, taken from a 2nd floor balcony of the Marriott on the Pest side of the Danube.

I like this the best. Less grain.
I wouldn't change the color.
