Depends. In the State of California, the State Legislature may dictate basic curriculum or book content (as I understand these matters). A local school board has no authority, for example, to stop the teaching of math.

That's how it should be, if children were the property of their parents, but they aren't. They have a right to be educated, whether their parents like it or not.

Jefferson said the purpose of education is to make good citizens and good workers. This doctrine covers the people in both the nation and the economy. The states implement this doctrine. Etc.
