Not necessarily.

If all your cards are SD and you've accidentally set the little "lock" switch on all of them, they won't be able to be formatted or writable in any way.

If your cards are Compact Flash or SD set "unlocked" that would suggest a problem with the camera.

If Compact Flash, remove the card and use a flashlight to look down in the memory card socket for any bent pins. If you see any, you might be able to straighten yourself (with great care!), but also may need to have the socket replaced.

If SD memory (and unlocked) remove the card and use a flashlight to look down in the memory card socket for anything obstruction the contacts, such as a piece of a label off a card that somehow got stuck in there.

If you don't see any bent pins or obstructions, one more thing to check is that the memory card door is fully closed. If the camera powers up and lets you access the menu, it probably is. But if nothing happens there's a little micro-switch on that door which detects if the door is open and shuts everything down. Rarely but occasionally something gets into those switches or they get damaged and don't actuate properly.

If none of this helps, since it's occurring with multiple cards that pretty much rules out a problem with the memory cards themselves (extremely unlikely to have more than one fail at the same time) and means the camera needs to go to Canon service dept. or an independent shop for diagnosis and repair.

check the lock on the memory card; you may have accidentally moved it and locked the card. it happened to me once.

I would try a NEW known working card for testing. If ANY issue with problem card (except protect switch set wrong) I would replace it with a NEW card.

Your manual says no...

The following cards can be used with the camera regardless of
capacity. If the card is new or was previously formatted (initialized)
by another camera or computer, format the card with this camera
(p.73).
 CF (CompactFlash) cards
* Type I, UDMA Mode 7 supported.
 SD/SDHC*/SDXC* memory cards
* UHS-I cards supported.
