Intentional movement doesn't yield results like the photo exhibits. Camera movement blurs the entire image when the subject is stationary. It might only blur the the background if the subject is moving and the camera is panning with the subject. Camera motion can't be responsible for a portion of the background being blurry.
Something was moving at the left of the frame or something was in the foreground on the left affecting the image.
