I couldn't figure out this cartoon last night, so I did some research. Ben Lazarus ended the strip in July 2016, and like Peanuts, repeats have been running ever since.

Momma was dead. Momma was dead. The creator of Momma was dead. That’s how it ends."
It seems that he planned to have this final strip run after his death.
"Momma" reminded me of my grandmother. She lived with us for many years, and every holiday she would tell me, "Richy, I'm not going to make it to next Easter / Thanksgiving / whatever."
Born weighing 2 pounds in 1891(!) she lived into her mid-90s. 😊

That may be Lazarus himself. I just looked up the photo of him and I can see similarities.
My best guess, Mell Lazarus as a cartoon character.

That's a possibility, since it was published a couple of months after his death.
The headstone of Spike Milligan's grave in the grounds of St Thomas' Winchelsea, East Sussex. ... Spike Milligan's epitaph includes the phrase Dúirt mé leat go raibh mé breoite, Irish for "I told you I was ill".
