If I recollect correct, that was the sign of a dirty roller. Cotton swabs and isopropanol to the rescue! (After getting the tape out!)

Arrgggghhhh! All it took was alcohol?! NOW I find out! Seems like it would always happen just as we were starting a long trip. And mangling the tape to get it out meant the music would suddenly turn muddled for a few seconds, next time you played it. Most of my tapes had that affliction.
I yea, I remember those days. I still have a tape player and lots of tapes so I still have it happen every once in a while. How about rewinding the tape back into the cassette using a pen or pencil?
A BIC pen worked best. As an old bench tech, I repaired more of these than I can ever remember. Cassette, 8 track, 4 track all had the same affliction.
