Since you asked.....I'm not sure what the statement is here. It seems too lit to be "midnight in the neighborhood". The white "no parking" sign dominates an otherwise leafy part of the image, as does that streetlight in the upper center. Not a fan of the trash cans--they seem to neat to be "gritty" like metal cans or a dumpster, yet the yards and houses are well kept. If the bright foreground is cropped out about 1/3 up, the image seems more night-time moody. Also, this is not how I perceive a "hood" (and I live right on the outskirts of one). Maybe I just "don't get it", and that's ok.

We sit our trash cans out the day before. We're not the hood you envision. Not being mean but, we are not in the inner city.

Your camera was set to F16 1600 ISO and 10 seconds
Re-try using different settings.
Try F16, 400 ISO, 30 seconds
Focus about 1/3 to 1/2 into the photo, Maybe about the brown trash can to the right. Try a couple of different focus points.
Also if you don't have a remote trigger, use a delay to prevent the camera from shaking when you push the shutter release.

9pm, 4am, whatever. Is this midnight and does that matter ?
