Great historic photo, I like the tie-in with the blocks in the foreground and the glisten of the top of the spire.
But, E.L.. Shapiro, it is not the leaning tower of Pisa, use your straightening and prospective tools. Or is that an illusion in my eyes?

Nothing wrong with your eyes! Very low angles cause distortion. Correction in PP loses foreground. This was really a job for the view camera- this was an impromptu shot that I noticed while grocery shopping.
Or, I could fake a foreground!

Yes, the world of editing has its snags, been there use straighten and prospective and done that.. OUCH. So, next time you go Grocery Shopping, take it with a less zoomed-in lens setting. On a photo like this one, I have used the trick of enlarging the canvas and so the loss extends into the new blank canvas area. Then I have used the clone to cheat and fill in.
Remember that fore ground can be cloned in from the original shot before adjustment. Renaming and the opening both shot using the edit-window-command to have the original and the prospective/straightened photo side by side for cloning.
I like the shot or I would have just moved on. My friend Heather in England live in a world cluttered with classic buildings!!! Dont they have demolition teams and bull dozers in england? In the USA our building crumble in 50 years or blow away when make of sticks like one of the Three Pigs.
