I know there are some very good processors here. Can you help me restore (and maybe color) this image?

It is my Grandparents in 1943. They emigrated from Hungary but are German. They lived in Passaic New Jersey and raised nine children.

I will try myself too with Lightroom and Photoshop but know some here are far more skilled than I.

Depending of the use you are thinking of, it may be a better idea to upload a higher res photo to some site (Dropbox, GDrive, iCloud, etc.) and share the link for users to download. Just so they can work starting with higher resolution.

Hope someone with good skills helps you :)

I don’t have original. If I did I’d start by photographing it. It is from a family group.

I’ll ask if the poster can do that. This may be all I get.

I gave this a try. About all I did was (in Lightroom) use the erase tool.

I don't believe you would want to do much more than to eliminate the the scratches an, etc. I believe you should try to keep is as a 1940s snapshot (with some touchup.) I would not try to colorize it... or anything like that. It's vintage. Keep it that way.

I’ve very recently been evaluating trial software for colorizing black and white photos – PixBin. It’s the best I’ve found so far at colorizing, and is easy to use; I know there is specialized software which will restore torn/defaced pictures, but I’ve never had the occasion to do that. Before coloring, I took out some of the noise with Topaz DeNoise 6, which is the best noise removal program for JPG files. I’m attaching a quick and dirty result with your photo. I’m sure there will be others here who will be able to do the complete job, but I thought you might like to have a look at this.

It's difficult to do a good job without the hires image. I would suggest you scan the original on a flat bed scanner and then repost. It will give everyone a more accurate copy to work with. In the mean time, here is another attempt to repair the posted image. The first remains a faded B&W. The second used the beta version of the PS colorize feature.
