I overwhelmingly like B&W for street photos. But, for me, the color is what makes this photo. The unusual design and bright colors on the police car is what makes this an interesting photo for me.

I'm with Jaymatt. With the color version your eye is drawn to the glaring color on the side of the cruiser much like those annoying in your face things that pollute Facebook, but with the black and white, your eye goes to the officer and the other two people and then follows their eyes to the car. The color image is a photo of the car and not much more; the black and white is a photo that leads to further thought.
