It's strictly a numbers game. Even at the cheapest bulk mailing rate it costs too much money to do something like this in the regular mail - not to mention that it's a federal crime in the US (and probably in most other countries as well) to use the mail for fraud schemes.

But with the right software it costs nothing to send out a million emails, once you've bought the mailing list. (I assume you have to buy one - are there lists out there for free?) The tease is written so that only the low intelligence cohort will think it might be the real deal and respond. A 1% response would be 10,000 suckers. Even a 1% of 1% response would be 100 REAL suckers to mine for personal data. That's after 99.99% of the emails go directly to trash.
It's strictly a numbers game. Even at the cheapes... (show quote)

Sums it up well.

Most scammers immediately hang up right after I tell them that they are crooks from *India and to take their curry a$$ to jail where it belongs.
However, some have openly admit that they are scammers and then tried to make a joke out of it.

*I know from reliable sources that they operate out of India.

I get these emails and phone call's all the time. Just this morning I received one that told me my vehicle warranty expired and to call a number. I never get that far to find out what is that number.
The other one is from “Amazon”. About a purchase made and if not correct purchase to call such and such a number. Of course it is never a 800 number. If someone is concerned they can go on line and check out that purchase or call customer service at Amazon.
Their job is to call or email enough people to get a bite. It’s a numbers game.

I think most robo-calls are probably over VIOP and they must start at <exchange>-0000, go to -0001, then -0002, ...-9999 hoping for a sucker.

I watched an episode on "Scams" and I was surprised to find that Tel Aviv, Israel is one of the world's largest centers for scams using the internet including those of fraudulent investment firms that bilk folks out of millions. The guys and gals that work the phones and web work on high commissions and the firms are totally bogus.

Investors check their accounts via computer only to see false screens created for their accounts. Then, poof...the firm is gone and opens as a new scam firm. You can watch it here on National Geographic - "Trafficked with Mariana Van Zeller https://www.nationalgeographic.com/tv/shows/trafficked-with-mariana-van-zeller/episode-guide/season-01/episode-01-scams/vdka21300917

Just got a call... and yes, with a foreign accent.
Caller: "I'm so-and-so from... can you hear me?"
ME: "No."
Caller: "...says something else... Can you hear me now?"
Me: "No."
Caller: "Sir, the fact that you are answering my question means you can hear me."
Me: "No shit Sherlock!", click.

As my wife and I were driving she received a voicemail “ your order from Amazon will be ship immediately after you call at 800-xxx-xxxx the total is $800.00 including tax. The problem is she doesn’t have an Amazon account. I have an account with Amazon and I know I have not ordered anything for about 6 months. But it make you nervous till you get home to check your accounts. My iPhone has “scan calls “ display on the screen every day, I would like to meet those callers to give them my “BLESSING “

One of the worst is the "people who work with social security".
They just want your Social number and probably your birth date.

!.- The Social Sec. does NOT call for any info, They only contact by letter.

2.- They will already have your SS #.

3.- These dumb A--ss can't speak English well enough to be understood.

As my Grandmother used to say, "they aught to be hunted down, tied to a pole and had a horse whip applied to their back side." R.I.P. Granny.
