I see these about my town. They are usually located in the road next to a utility fixture, like a water main valve or fire hydrant. I figured they were there for aerial surveys to spot utility items that would not be readily visible from altitude.

Obviously, Jerry, you do not have a great sense of situational awareness. It is plain as day that this
mark is from aliens so they can easily find you when they finalize their abduction plans.
When they return you, if they do, you will be left at this mark. At least that is how it was with me.
My dad was a surveyor for the Ohio dept. of highways. These were for aerial plotting of roads. There is a survey pin in the center of the cross.

While everyone knows what is meant by "satellite photos" it is unlikely that satellites were used by the State of California's local assessors. Aerial photos (taken from aircraft) are much more likely (and cheaper to produce). Aerial surveys are done by utility companies and others to keep track of what's happening around the area they serve (although I suspect the utility companies don't do the work themselves, but contract it out to an aerial survey company). Many states have publicly available online maps that include aerial views of things, just like Google Earth and Google Maps.
You can even find historical aerial photos showing changes over the years (although the early years are most likely pretty blurry). USGS is one source and some photos date back to 1937.

I've seen that on an old Pirate map in a movie before.
I have heard that they are 'mile markers' used by the highway patrol for doing speed checks. The marks are placed a known distance apart so that a spotter in a plane or helicopter can use a stopwatch to time a vehicle between the markers and thus determine how fast you are driving. Who knows if big brother is watching.

I believe those markers are diamonds, not crosses.
Its a control point for aerial photography
