This is a perfect composition for film and scanning...no sky (I nearly always had trouble scanning skies without excessive graining).

Thank you very much for the comment, Jack. That's interesting as I've not really had that problem except for rare occasions that I needed to push the development. Though, I do usually see some grain in clear skies. That's just part of photography.

I had a tendency to develop contrasty negs. My knowledgeable friends warned me about that, and they were right, especially when it came to scanning, not so much wet printing.

Over the last 10 years or so, I've used Ilfotec-DDX mixed 1:7. The time varies for my 4x5 work but for 120 and 35mm I use 8'30" at 20C. The usual ratio is 1:4. I find that this works well for both printing and scanning. The time is adjusted from 10' for constant agitation for the 120 and 35mm films.

Once I realized that I was going to be scanning rather than wet printing, I continued with the same developer (TMax for both 120 and 4x5) but developed at N-1 or N-2. That seems to make scanner a litter easier.

I can understand and agree with your assessment. It's probably similar to my diluting the developer a bit more than most time/temp tables list.
