If you were to look up High Efficiency Image File Format in Wikipedia all your questions will be answered. It is not new. The controlling organization is MPEG so it is serious. After a 2 minute study looks like an advanced jpeg competitor. It appears Apple, Microsoft and Adobe are onboard. Not intended to replace RAW. It did say when you export from Apple devices they do so in jpeg.

My daughter got a new Iphone and suddenly for no apparent reason some of her pictures were HEIC format. She uploads them to Google Photos for me to download. I did a search and found a site that converts them for you, unfortunately I don't know the link, but you could find it as I did with a google search. Some other good suggestions here if they work.

I think it's bad form for Apple to inflict this new format without warning, assuming that's what they did.

They’ve been using the HEIC format for 4 years.

I have a question regarding HEIC pictures vs. JPG. It seems that some of the photos taken with my new iphone have recorded, (processed) in the HEIC format. Research into what is necessary to continue processing/printing suggested that I load an app that will convert the HEIC to JPG. Any suggestions as to the conversion app too use? Need suggestions. I am using Windows 10
This should be an simple operation to make such a conversion.
Thank you.

I use iMazing HEIC Converter and it works just fine.

As a side note, I went through the recommended steps to convert iPhone images so I could send some for prints to send to relatives. Turned out print service accepts HEIC.

Good to know.
My daughter just switched from Samsung to Iphone, so she's been sending HEIC for a couple months.

That's what they said about PNG. Not many use it.

And with many smart phones, including iPhone 12 Pro and Pro Max, you can shoot RAW.

You mean I can wear my RAW T-shirt and use my CellCam at the same time?

Go to Settings --> Camera --> Formats

Selecting High Efficiency = HEIC. Selecting Most Compatible = JPG.

There are ‘free’ converters pout there. However, they are browser based and you agree that they can use the images. The email solution is best.

I found HEIC to JPG, an app that converts HEIC files to JPG, then I changed the settings
on my iPhone to save as JPG. I cringe every time there is an update because you
never know what they are going to change.

HEICs are exported as jpegs. You keep the HEIC format only if you capture via a file transfer program such as "Image Capture" on the Mac.

Your phone will store in JPEG if you set it in the menu. Also, it will automatically export in Jpeg through the Iphone setting also.

One simple option for new images is to turn off HEIC in your iOS Settings: Camera: Formats dialog. Choose Most Compatible instead of High Efficiency.

In case you do not want to mess with settings on the iPhone, this is a free and easy program to convert HEIC to JPEG. I have been using it for a while without any problems. https://www.apowersoft.com/convert-heic-jpg.html
