Aside from making adjustments to your exposure to lower noise and/or using Topaz Denoise AI, DxO has an excellent pre-processing software that I think often does a better job than DeNoise AI (I have both). DxO Pure Raw is used prior to editing, and exports a DNG file into Photoshop which treats it like a RAW file. I think a free trial is available so you could see how it works on some of your noisier images.
