So I spoke to my Brother in Law, who coaches varsity and owns/runs a Soccer Academy.

His reply: "I think so, but keepers get a lot more leeway" Sounds like it's a call for the ref either way.

As a long time coach, with a national license from the United States Soccer Federation, I can tell you in a situation like this the ref is going rule in the keeper's favor 90% of the time.

Jules a red card is issued for serious foul play…
Goalkeepers have actually received their fair share of red cards.
Mostly, goalkeepers receive red cards for reckless tackles during one-on-one situations…

Review FIFA’s Official “Laws of the Game”
I urge anyone who is involved with soccer to study this carefully

In 2019 I actually witnessed an entire team be order off the pitch because of an aggressive and threatening tirade by the team’s coach… Sadly ending play, and bringing an abrupt end to my assignment for a paying client.

In the aforementioned incident the following took place:
LAW 12 Fouls and Misconduct (page 129 “Laws of the Game) Violent Conduct
“Violent conduct may occur either on the field of play or outside its boundaries, whether the ball is in play or not”

“Referees are reminded that violent conduct often leads to mass confrontation, therefore they must try to avert this with active intervention.”

Jules I don’t have a clue on what came down here… It appears that the goalkeeper was awarded a goal kick on the six yard box provided this is a contiguous series. LAW 16 A goal kick is awarded when the whole of the ball passes over the goal line, on the ground or in the air, having last touched a player of the attacking team, and a goal is not scored.

However was the goalkeeper and the striker “inside or outside the box” if outside the box then the keeper would be called for handling…

It appeared to me that the player in white headed the ball or tried to head it and the keeper and that player became entangled. Since a goal kick was awarded the ball went into touch. In professional soccer (EPL etc.) they have multiple cameras to review plays however none of that is available for non-professional matches.
