I think these are Liriomyza trifolii or Liriomyza huidobrensis.
I found these on tomato plant leaves. The first was on a different leaf to the others. I read that the adult female fly digs a hole in the leaf and lays fertilised eggs. When hatched, the larvae migrate through tunnels in the leaf feeding as they go. When ready they cut themselves out of the leaf and normally fall to the ground and pupate in the soil. However, sometimes they pupate on the leaf and I assume that is what has happened here. I haven't seen them before today. They are tiny.
