Is this a male or a female? Do those few little dark brown flecks count as a "Necklace"?

Looks to be a male to me, Howard. In my experience, the “necklace” that id’s an Osprey as a female is usually much more predominant - even on first year birds. Also, those flecks on your shot are on the abdomen, not the neck. I have some examples on my iPad & will try to find them and post later today.
The just fledged female is on the rotted stump. That’s her brother coming in to join her.

Thank you, it won't be needed. I knew the dark feathers should be around the neck area but I was not sure if it could also be lower down on the body.

Power cables; My choice was to not crop tightly and remove the cables in PP or do what I did. BTW I had to rotate the bird, again to get rid of the cables.
