It is a Crow. Your location near the coast is outside the range were Ravens live. Generally, these birds live in the north and also western part of North America. They also live in the higher elevations of the Appalachian mountains including Western Virginia and North Carolina. In the Eastern part of North America Ravens are limited to New Hampshire, Vermont, Maine and the Northern Parts of Michigan, Wisconsin and Minnesota. Ravens are also native to Canada but not Southern Ontario where Toronto and London are. Ravens are VERY large birds.

The beak does not look thick enough for a raven, agree is a crow.

It's not a Starling -- their feathers are irredescent.

The American Crow is usually 16 to 21 " in length while the Raven is much larger at 22 to 30" with a nearly 4ft wing span to boot. This example is a Crow clearly and not a Raven but I am uncertain which of the two it is. Because it has a mixed color of feathers , it might even be a juvenile form of the Mid sized American version.....?
I searched for more information on the Fish Crow specifically but was unable to find any data on it for Maryland and a lot of these groups are shut-down for the Virus currently and I don't possess any Bird Atlases to reference. sorry . Good luck to you anyway. Let us know what you find out please.
P.S. I live in Howard Co. ,Maryland and enjoy our wildlife often.

Scientifically, a raven has 17 primary wing feathers. The big ones at the end of the wing are called pinion feathers. A crow has 16. So, the difference between a crow and a raven is a matter of a pinion.
