I have it, use it, love it. I’ve not seen better color neg conversion anywhere.

I don't use Lightroom can I use it with Photoshop CC?

No, unfortunately, it works with Lightroom 6.14 and Lightroom CLASSIC CC 2020 only. But if you have Photoshop CC, you’re paying for Bridge and all versions of Lightroom, as well
