I have attached a PDF with instruction to create a twirlie effect in Photoshop CS6. Steps may be different to Photoshop CC and Photoshop Elements.

Jim, thanks so much for your work! I've added to the tutorials list in the guidelines doc. Though many how-to's can be found on You-Tube and in Adobe Help topics, I think it's nice to be able to reach out to the UHH members if we have specific questions. Searcher started the feature and I've tried to remember to add to it.
