The image looks wonderful as a 600-pixel thumbnail. You might consider two actions:
1. Resize your digital images to a pixel size the fills / mostly fills the display monitors of most of your audience. This lengthy post explains the 'why', or just scroll directly to the bottom for the 'how':
Recommended resizing parameters for digital images2. Use the 'store attachment' check-box to store the resized image.

When I first sent the picture, I was told that it was too big, so I reduced the size to about 4mb.
I'm not sure what I am doing when I do that. i use Paint Shop Pro to reduce.
I will look at your suggested site. Any advice is appreciated.

Is there a standard set of numbers that will reduce the size of a picture to about 19mb?Or, is there any percentage to reduce a picture to become acceptable for Hedgehog. You can tell my math skills are iffy as well as my post production knowledge.

Set the pixel size to 2048-pixels on the long side for a JPEG file, as explained / demonstrated in the link above.
