She is trying to explain to everyone the operation of the various drive rods on the locomotive. Its a complicated configuration and to truly understand it most of us need someone to explain it. I think in the case she is showing us the operations of the Johnson Bar.

Maybe it’s a secret gesture to the engineer, or maybe she just spontaneously decided to exercise in the midst of a crowd.

I actually believe this might be the case. Perhaps she is a flat earther, and the moving sphere is upsetting her middle earth...I mean middle ear.
