Tommy,

There are a number of filters that will create this effect: Redfields's Fractalius, Topaz Glow, and AKVIS Neon (among others). Each one of these programs has numerous presets you can experiment with, and controls to change the Opacity so that it blends well with your original image. It is usually best to create a Duplicate Layer of your subject, apply one of those filters to the second image, then save the layer. Later, if need be, you can again change the opacity level of the second layer, or create Masks that will allow you to apply the changes to only selected areas of your original.
