This was done using Photoshop CC. First attempt was underwhelming and then I remembered something I read or saw on YouTube. I took my high res file reduced to 10 x 14 and change my dpi to 72. Now I added the oil paint filter, (Filter>Stylize>Oil Paint, click) adjusted the sliders till I was pleased. Because the picture was 72 dpi the oil paint had a bigger effect. I knew I would frame this picture so I went to image size and change to 300 dpi. I am sure some will disagree but I see this increasing the print quality.

I don't know what to expect from an oil paint filter but I do know it looks good enough to be professional.
