I'll have to try......I usually just set the ppi then the print size. I usually don't crop, but when I do, after putting in the parameters, I guess I have money the box to actually set the crop where I want it. Since I shoot with a 3:2 crop, I just usually print to the 3:2 ratio.

The OP has an "old fashioned" 5x7 frame.
This is how I would handle this problem.
1. Get permission to use the photo from the person who took it.
2. Straighten the photo.
3. Select the Photoshop crop tool from the tool bar and type in the width and height of the desired size in inches into the upper tool bar (in this case 5" wide x 7" high). Draw a box from the top left of the picture to the bottom right of the picture using that part of the picture you wish to retain in the 5 x 7. You can move the box by clicking and dragging to refine the positioning of the box. Then double click in the box to execute the crop to a 5 x 7.
Having straightened this crooked picture you will have created some white space that can be handled in one of two ways: 1. take a smaller 5 x 7 crop inside the white space. 2. Use the clone stamp from the tool bar to paint in content aware material to cover the white space. My crop of your picture is posted below.

Many ways to crop/resize an image. All editors, including PS 7 do it easily. One not mentioned though is FastStone viewer. It has great resizing/canvas size/crop board. Despite having a multitude of editors, I always go to FastStone if all I'm doing is changing size/ratio of photos. In your case, I'd just go to the "crop board" and select 5x7 from the drop down.

I use that all the time with gimp - but my Limited Edition of PhotoShop 5.0 specified the actual size, not the aspect ratio, so I was wondering which is used by the current version of PhotoShop.

There is a drop down menu with a variety of choices, you can choose ratios or type in sizes with resolution in pixels or inches.

I don't use PS, but I have a similar option as
bleirer noted.
Mine uses an expandable/contractible/lockable aspect ratio for the box.
