I can’t say whether use of cell phones interfere with aircraft systems, but their users do significantly annoy other passengers.

adding the shielding would add a lot of weight.
Cell phones aboard aircraft do not interfere with any navigation or communication equipment. They do, however, tie up multiple cell towers. A commercial jet traveling at 500 MPH covers more than 8 miles per minute, and at 35,000 feet would contact at least a dozen cell towers every 5 minutes. Multiple that by 4,000 flights every hour times an average of 100 passengers per flight and you have virtually every cell tower being used. A needless tie up of cell towers without any revenue to the cell phone companies.
Dunno about jetliners but I have witnessed cellphones causing issues in a 4-place Cessna 172.
